DFAS is seeking sources of information and vendor capabilities for a future Behavioral Science and Internal Control requirement. All qualified and experienced sources including small businesses, 8(a) small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, and Women-owned small businesses are encouraged to respond to the Notice.



The Defense Finance and Accounting Service (DFAS), Contract Services Directorate is seeking an understanding of how the Behavioral/Organizational Scientists industry could provide consultant services to assist with the design and implementation of internal controls training, methods, tools and techniques they can use to address various workplace challenges and opportunities. DFAS would like to employ the techniques used by Behavioral Scientist and the understanding of human behavior to enhance employee engagement, motivation, creativity and teamwork to improve service delivery.



The ideal provider will have verifiable experience and expertise in the field of Behavioral Science that can better prepare DFAS to be a more behaviorally informed organization. The desired outcome is to have improved training materials, communications, and metrics that are associated with the human factor that can influence internal control design, application, and effectiveness. We request the following information be included in your response:




  1. How can the role of a Behavioral Scientist assist DFAS in analyzing, predicting and changing an organizations behavior?

  2. What types of problems can the role of a Behavioral Scientist solve, and how can they add value?

  3. Which department/mission is a Behavioral Scientists best align with (i.e., RMIC Offices, support staff, IR, HR, etc.)?

  4. How are these specialists and their tools leveraged by industry governance bodies to address high risk areas or special projects for more targeted applications?

  5. What are some examples of metrics that have been created to show the results of behavioral/organizational science applications impacts?

  6. What are the behavioral considerations that should be taken into account as standard operating procedures are developed and performed by staff?

  7. What are the various stages of analysis a Behavioral Scientist would utilize within an organization?

  8. What is the typical duration for analysis for an organization the size/makeup of DFAS?

  9. Have you provided similar services to the federal government? If so, please provide the contract number.
