Description

THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.



Army Contracting Command (ACC), Rock Island, IL hereby provides notice of its intent to award a sole-source, firm-fixed price supply contract to North Star Imaging (NSI). The contract is expected to be awarded under the commercial authority of FAR 6-.302(2), 41 U.S.C 1901. A Justification and Approval for Other Than Full and Open Competition has been prepared. Delivery is requested by 30Sep2023.



The requirement is for a NSI X5000 450KV CT MODULAR X-Ray, including all Software Included, 4D, eFX-SIM, Subpix, and Mosaix. NSI will provide a turn-key delivery and training on site, including basic and advanced training, for a total of 7-days. The NAICS code for this acquisition is 334517, Irradiation Apparatus Manufacturing, small business standard of 500 employees. The Product Service Code is 6635, Physical Properties Testing and Inspection.



THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; no solicitation or RFQ will be forthcoming. However, interested parties may identify their interest and capability to respond to this requirement no later than 05 JUN 2023, 1230, PM CST.



Interested parties are encouraged to furnish information by email only with subject line stating – RESPONSE TO INTENT TO SOLE SOURCE FOR W519TC23TXRAY.



A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.



ACC Rock Island contracting office will not be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.



All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to the Contracting Officer, Rachel J. Eaggleston, by email at Rachel.J.Eaggleston.civ@army.mil. The capability of documentation should include general information and technical background describing in detail the prospective contractor’s capabilities and experience that will demonstrate the ability to support those requirements. A redacted Justfication and Approval copy is attached.
