PURPOSE OF POSTING: In accordance with (IAW) Federal Acquisition Regulation (FAR) 36.603(a) and VA Acquisition Regulation (VAAR) 836.603, the Northern IN VA Healthcare System (Marion Campus) is requesting SF 330s from A/E firms wishing to be considered for Government contracts for the upcoming projects. The below list accurately reflects the projects, but the VA reserves the right to update or change the project based on mission need: Project No. Project Name Project Description 610-24-210 Build PACT Canopy Design and plan the installation of an anti-ligature canopy and concrete sidewalk that meets VA physical security guideline 610-24-211 Correct Marion Security Vulnerabilities Design and plan to resolve current alarm, physical security barriers, and security devise deficiencies. 610-24-212 Install Parking Lot Emergency Call Boxes Develop and provide design of equipment necessary to activate and operate the code blue alarm system 610-24-213 Maintain Buildings 32, 33 and 34 Design and plan the restoration building to historic standards including foundation tuckpointing on exterior, interior basement masonry will be shot-Crete, and all chimney s will be tuckpointed. All interior finishing s (i.e., plaster, wiring, plumbing, steampipes, flooring, appliances, etc...) and associated equipment shall be removed. Care shall be taking when removing all woodwork (i.e., doors, trim boards, railings, baseboards, mantels, etc..) and stored for restoration and re-use. Exterior shall be stripped of all paint; wood siding shall be restore/ repaired or replace with like stye to meet historic standards. 610-24-216 Upgrade Exterior Signage, Marion Design and plan update Exterior Signage Throughout Campus 610-24-217 Upgrade Street Lights, Marion Design and plan to all streetlights and other exterior lighting to LED and replace poles as necessary to convert to a facility standard. 610-24-218 Replace Doors and Windows, Marion Design to replace doors and windows at VA Northern Indiana Health Care System, Marion. 610-24-219 Replace Roof, Buildings 26, 27, 28, 29, 30, 31, 91, 123, 125 & 128 Replacement and design new roofing systems for Buildings 26, 27, 28, 29, 30, 31, 91, 123, 125 & 128 to include all roof drains/downspouts, gutter systems 610-24-220 Install PACS Locks, Various Buildings Design to Install (PHYSICAL ACCESS CONTROL SYSTEM) PACS Locks, Various Buildings that replace/incorporates the current monitoring system; Human Interface Device (HID) readers, keypads, and alarms into one system. North American Industry Classification System (NAICS) Codes 541310 and 541330 are applicable to this posting. Product Service Codes (PSCs) C1AA, C1DA, C1DB, C1DZ and C1EB are applicable to this posting. If this process needs to be used for a longer term, IAW FAR 36.603(d), any established data file will be reviewed and updated at least once per year. If this happens, the CO will request the updated files. No files will be accepted unless requested. APPRAISING FIRM S QUALIFICATIONS: IAW with FAR 36.603(b) & (c), to be considered for architect-engineer contracts, a firm must file with the appropriate office or board the Standard Form 330. These qualification statements will be classified with respect to the following: (1) Location; (2) Specialized experience; (3) Professional capabilities; and (4) Capacity, with respect to the scope of work that can be undertaken. A firm s ability and experience in computer-assisted design will be considered, when appropriate. (5) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (6) Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates. SELECTION OF FIRMS: As project are received, the evaluation board will review all of the firm s classifications and evaluate them IAW FAR 36.602-(1)(a) and VA Acquisition Manual (VAAM) M836.602- (1). The evaluation board will recommend the three (3) most qualified firms to the Selection Authority (VAAM M836.602-4) for that specific project s scope. If approved by the Selection Authority, the evaluation board will move forward with IAW FAR 36.602-2(c)&(d) and M836.7101(b). If the final selection report is approved by the Selection Authority, The Contracting Officer will move forward and conduct negotiations IAW FAR 36.606. DURATION OF THE PROCESS: This process may be used by the local site between 02/10/2023 and 07/15/2023. SUBMITTALS INSTRUCTIONS: All interested and capable vendors are to submit a hard copy SF330 package for review. The SF330s shall be delivered to the address below: ATTN: Eric Sweatt/CS Network Contracting Office (NCO) 10 8888 Keystone Crossing, Suite 1100 Indianapolis, Indiana 46240 Provide a cover page to identify the name and number of project or projects of interest.
