Description

The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and issue a delivery order under Basic Ordering Agreement N00019-20-G-0007 to Raytheon Intelligence and Space Company, 6125 E 21st St, Indianapolis, IN on a sole source basis for:



Engineering, management, technical, and acquisition efforts for implementation, development, and sustainment of the FY23 V-22 CDPs for the V-22 avionics and flight controls systems.



This action is being awarded on a sole source basis to Raytheon in accordance with the statutory authroity permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR Part 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." Raytheon is currently under contract for V-22 CDPs and VPRs for the USMC, USN, and FMS programs.



The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notices of intent is not a request for competitve proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
