The Government is issuing this RFI/Sources Sought announcement as part of market research for FSR Support for CREW technology and electronic warfare systems supporting the Spectrum Warfare Department requirements at Naval Surface Warfare Center (NSWC) Crane. NSWC Crane has a requirement for contractor support services to provide FSR for CREW technology and electronic warfare systems in support of Operation Enduring Freedom, Operation Inherent Resolve, and missions in Central Command (CENTCOM), Africa Command, and other areas of operation as they become known. Systems currently being supported are the identified in the Statement of Work (SOW) provided as attachment 1. The FSR will support the CREW System repairs and training of operators, as well as, other platforms as they become known. RFI is sought for services which may provide the capabilities listed.
In accordance with Department of Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described above. Companies with the capabilities and facilities to provide services and supplies that meet the Government's requirement may respond.
The NSWC Crane Division Contracting Department, Crane, IN is seeking potential small business sources that can provide the following support primarily in the areas of CREW systems as required:
• Continental United States (CONUS) & Outside Continental United States (OCONUS) FSR
o FSR will provide maintenance and support services for the CREW systems identified in the SOW.
• Support that ensures a timely delivery of the FSR and FSR maintenance data collection
• Status reporting on FSR monthly (to include eCRAFT)
• FSR Master Deployment Schedule
• FSR Kits
• FSR Maintenance Support
• FSR Pre/Post-Deployment Requirements
• Coordinate with the Government for equipment maintenance training for Communication Support Processor and other systems as required
NSWC Crane anticipates issuance of an RFP for award of an Indefinite-Delivery-Indefinite-Quantity Firm Fixed Price (FFP) contract with a five-year period of performance with a level of effort of $60,000,000 that includes $15,000,000 surge for unknown requirements.
The CONUS FSR support is provided for pre-deployment training and shipboard installation of electronic warfare systems.
The OCONUS FSR support is provided primarily in combat areas and requires compliance with CENTCOM Operational Contract Support Policies and Procedures, Theater Business Clearance, at https://www2.centcom.mil/sites/contracts/Pages/GCO.aspx .
This notice is being published with the intent to conduct market research, evaluate the market for socio-economic program opportunities under Federal Acquisition Regulation (FAR) Part 19 and promote competition. The Government is also seeking detailed information of special interest in the area of executing the additional requirements included for in-theater FSR support to include all the Synchronized Pre-Deployment Operational Tracker (SPOT) reporting, cost and logistics required by CENTCOM.
The attached draft SOW provides additional information about the required tasking. It is requested that, in response to this Sources Sought Announcement, a vendor identify whether it has the capability to perform all of the tasking or only specific portions of it. The Government will evaluate responses to determine set-aside viability. Also, if the vendor has any questions about the labor categories, level of effort, requirements, or structure of the SOW, please identify those in the response. The draft SOW is being provided with the issuance of this RFI/Sources Sought announcement for consideration and feedback from Industry to formulate a final SOW for issuance with the RFP. This announcement is a public invitation. Failure to participate or provide written feedback to the draft SOW will not preclude abstaining vendors from bidding on possible future solicitations. This announcement is part of the full-, free-, and open- competition process, which encourages industry and academia to help shape Government requirements to match what is possible, affordable, and timely. Failure to participate in this full-, free-, and open- competition process or to provide written feedback may result in a future Government SOW and/or specification over which the abstaining vendors have limited influence in the acquisition process, and may deprive abstaining vendors of potentially valuable direct early interaction with Contracting officials and acquisition planners.
ANTICIPATED SOLICITATION REQUIREMENTS & CONSIDERATIONS:
The following are anticipated requirements for contractor support for these requirements:
1. Tasking will be performed over a five (5) year period of performance, with an estimate of 322,120 total hours to conduct this tasking.
2. The Government anticipates to solicit as a FFP type contract.
3. Place of performance CONUS locations include the following:
a. East Coast Region - VA and FL.
b. Mid-West Region -TX and IN.
c. West Coast Region -CA and WA.
4. OCONUS locations include the following:
e. South Korea
f. Four (4) sites are to be determined

All information received in response and marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. NSWC Crane makes no implied or in fact contracts by issuing this RFI. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the NSWC Crane's view of the information received. Do not send any material that requires a non-disclosure agreement or identify information that is business sensitive. Responses to this notice will not be returned. Telephone calls/questions or inquiries will not be accepted. All information provided becomes U.S. Navy property and will not be returned. All proprietary information will be treated appropriately. Your interest in this RFI/Sources Sought announcement is appreciated.
Interested small businesses should submit a capabilities statement package of no more than fifteen, 8.5" x 11" pages (font no smaller than 10 point), excluding a cover sheet demonstrating ability to perform the services outlined in the SOW. All businesses may submit questions and comments regarding the attached draft requirements definition document. There is no page limit for questions/comments on the draft document.
Of special interest to the Government, is the business's experience and ability to prepare for and perform in hostile theatre environments and meet the requirements of CENTCOM Operational Contract Support policies and Procedures, Theater Business Clearance, at https://www2.centcom.mil/sites/contracts/Pages/GCO.aspx as well as complete the SPOT requirements.
Small Business Contractors shall describe their experience in performing FSR tasking, training, and maintenance that allows the Government to determine whether two or more small businesses are capable of meeting the requirements of the solicitation. The contractor shall provide systems that have been supported previously and their ability to incorporate additional CREW systems into the FSR portfolio as required. If teaming arrangements are anticipated, describe compliance with FAR 52.219-14, Limitations on Subcontracting. The contractor shall also discuss experience they (or team members) have with supporting up to 16 employees in-theater; to include SPOT and CENTCOM Operational Contract procedures, as well as Defense Base Act insurance and hazard pay requirements.

At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
