Naval Surface Warfare Center (NSWC) Crane Division has a requirement for a Firm Fixed Price Job Order on Basic Ordering Agreement (BOA), N0016423GJW51 to support MPRA Radar Systems with efforts to include Test, Teardown and Evaluation and Repair. Activities under this category may include: clean, visually inspect and bench-test the Weapon Replaceable Assembly or Shop Replaceable Assembly, disassembly and re-assembly to the extent necessary to verify failure and/or inspect for needed repair processes and parts of subassemblies as required. The anticipated delivery terms for this acquisition will be FOB Destination. Inspection and Acceptance is anticipated to be at the Source. The proposed noncompetitive contract action is anticipated to be awarded under FAR 16.703(d), Orders. The anticipated contract action award date is Third Quarter FY23.



The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Raytheon Company, 2501 W University Drive, McKinney, TX 75071-2813 under the authority of FAR 6.302-1 (statutory authority 10 U.S.C. 2304(c)(1)), only one responsible source. This is being sole sourced due to lack of sufficient technical data, unacceptable delays in fulfilling the agency requirements through any other source, extensive duplication of costs (including procure, re-tool, reverse engineer, perform first article testing, acquire certifications, perform stress analysis, publications, flight hours, ramp fees and integration and hardware costs associated with the installation into the existing MPRA fleet) to the Government that are not expected to be recovered through competition. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The Solicitation and any amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below. The request for proposal will be provided to Raytheon Company – McKinney, TX, through electronic mail.
